Réinventer des liens

Au lendemain de la loi « Asile, immigration et intégration réussie » de 2018, j’ai rejoint la nouvelle Délégation interministérielle à l’accueil et à l’intégration des réfugiés dans le cadre de mon premier poste d’ingénieur des Ponts, des Eaux et des Forêts. Ma première mission est la préfiguration d’un laboratoire d’innovation publique, le Lab’R, avec un objectif aussi simple qu’ambitieux : réinventer des liens. Une première phase passionnante a été celle de l’identification des acteurs afin de construire un laboratoire qui ait du sens pour toutes les parties prenantes. Ensuite, il a fallu bâtir une architecture qui tienne compte des spécificités de cet écosystème complexe. Enfin, le Lab’R serait resté un concept théorique sans une volonté de faire, de se confronter au réel, d’aborder des problématiques concrètes. Réinventer des liens est une entreprise difficile particulièrement dans le champ des migrations qui mêle souvent représentations et a priori. Cependant, ces liens sont le préalable indispensable à toute politique d’accueil et d’intégration ambitieuse.

Reinventing bonds

After passage of the act of law on ‟asylum, immigration and successful integration” in 2018, the author worked for the new Interministerial Delegation for the Reception and Integration of Refugees. His first assignment was to make plans for a laboratory, Lab’R, with a simple but ambitious objective: reinvent social bonds. An exciting first phase was to select partners for a mission that would be meaningful to everyone. An architecture then had to be built by taking account of this complex ecosystem’s specific characteristics. All this would have remained a theoretical construct had there been no determination to come to grips with concrete problems. Reinventing social bonds is especially difficult in the case of immigration, given a mixture of presuppositions and fixed ideas. Bonds are the prerequisite for hosting and integrating immigrants.
